The nationwide
campaign against FDI in Retail by the traders took a new turn today when the
Confederation of All India Traders (CAIT) firmly stated that the policy of FDI
in Retail is contradictory to the promise of “Economic Justice” enshrined in
the Preamble of the Constitution. In the first line of the Constitution the
Preamble “resolve to secure citizens of India with JUSTICE, social, economic
and political. The Union of India is bind to provide these justice and cannot
make a policy which contravenes the Preamble of the Constitution.
CAIT National
President Mr. B. C. Bhartia and Secretary General Mr. Praveen Khandelwal today
said that the entry of global retailers in the Country will culminate into “ un
even level playing field” and crores and crores of people engaged in retail
will be deprived of economic justice. If need be, the CAIT will not hesitate to
take shelter of the Court to ensure economic justice.
Both Mr. Bhartia and
Mr. Khandelwal said that quite number of times, the Govt has argued that
“alleged middlemen in the supply chain needs to be abolished”. This statement
of the Govt in itself sufficient to prove that large section of citizens of
India will be deprived of economic justice as Government has not spelled any
policy for their rehabilitation.
They said that in
order to ensure social justice the Govt amended Article 15 & 16 of the
Constitution and to ensure political justice it amended Article 73 and 74 of
the Constitution. Instead of ensuring economic justice, the Government is committed
to give economic injustice to the citizens of the Country which amounts to
contradiction of the Constitution.
Even the provisions
stipulated in Notification of 20th September,2012 by the Govt to allow Fdi in Retail trade does
contain various provisions which will promote economic injustice. Allowing of
trading Unbranded grains and pulses in Multi Brand Retail, arbitrary provision
of 30% sourcing from small industries, provision of self-certification of compliance of the conditions
laid down in notification are some of the extra ordinary benefits that are
bound to promote economic injustice.
Both Mr. Bhartia and
Mr. Khandelwal said that so far the economic policies of the Govt have been
made in the larger interest of few Corporates and the wealth has been
accumulated in few hands widening the gap between “ have’s and have nots ). The
principle of Economic Justice has been flayed by the Govt.
They informed that on
21st and 22nd November Trade Leaders of different States
will be assembling at New Delhi and will meet leaders of all political parties
and will bring to their notice all such issues so that while in debate in
Parliament, the issues may be made effectively.
