New Delhi: Dr. Udit raj,
national chairman, All India Confederation of SC/ST Organizations, addressed a
press conference about the upcomig Maha Rally on Dalit Agenda which is on 26th november,
said that senior leaders like Rahul Gandhi, Sharad Yadav, Ram Vilas Paswan,
Sudhakar reddy, a.b. Bardhan, d. Raja, prakash karat, sita ram yechuri,
kirorimal meena, P.L. Punia, P.S. Krishnan, Jayant kumar, V. Narayanswamy have
been invited to address the Maha Rally which will start from Ramlila maidan to
Jantar Mantar. People from across the country will participate in this Maha
Rally. In the past, we have established the record of holding one of the
biggest gatherings after independence under the aegis of the
confederation.
Besides SC/ST
Confederation, other major organisations which will participate in the Rally
are Rashtriya Bhagidari Aandolan, Parakh Mahasangh, Dr. Ambedkar
Mahasabha, Aarakshan Bachao Sangharsh Samiti, A. E.P. Employees Federation. All
political parties except Samajwadi Party are supporting the move of amending
the Constitution for a smooth facilitation of reservation in promotions. The
UPA Government tried its level best to amend the Constitution in the last
Parliament session. However, it could not be done due to a number
of reasons. As per Special Component Plan and Tribal Sub
Plan, the Government budget is to be spent on the development of
Scheduled Castes and Scheduled Tribes according to their respective population
but that is not happening. There is acute exploitation of scavengers due to
privatization and contract system in cleaning work. The contractors are getting
huge profits and paying peanuts to the scavengers and this itself is a
disincentive for the cause of cleanliness and hygienic condition.
Hence contract system should be abolished.
Dr. Udit Raj further said
that the Government jobs are shrinking fast and to retain the participation of
Dalits and Tribals in Government jobs, it is not only necessary to fill up back
log posts and halt privatization on the one hand and extension of reservation
in the private sector, on the other. The organizations of corporate
houses like CII, FICCI and ASSOCHAM have promised to uplift Dalits and Tribals
through affirmative action as they do not want quota in the jobs. So far
they have not taken any concrete steps in this regard and in these
circumstances, we demand for a legislation to give reservation in private
sector.
Menace of false
certificates is rampant in procuring Government jobs and admission in
educational institutions but the department and courts are not taking any
prompt action thus depriving SC/ST people from their rights. Strict
measures should be taken against such people by registering the cases. The SC/ST
people who have migrated from one State to another are facing a lot of
difficulties in getting caste certificate from the State to which they
have migrated and hence the Confederation demands that the caste certificate
issued by one State should be valid throughout the country or procedure to
issue certificate is simplified. For above demands, we are holding a massive
rally at Ramlila Maidan and then march to Jantar Mantar.
