Delhi:. BJP Delhi Pradesh President Shri Vijender Gupta hasdemanded the Chief
Minister that she should issue a white paper on the condition, future and
regularisation of all the unauthorised colonies. Government should also tell
that in how many colonies out of 895 unauthorised colonies registry of sale
deeds and layout plans approval will be started. He told that the Lt. Governor
of Delhi Shri Tejendra Khanna has approved the roposal of Government dated 7th
December for the purchase/sale of the properties in the colonies notified by
the Government. Lt. Government has not clarified whether the sale/ purchase in
all the 895 colonies will be started or only in some of these colonies which
are on private land and for which there is no legal hurdle. According to
Government sources 312 colonies out of 895 declared regularized have come up on
private land. These colonies have been divided in four categories. First
category is of those colonies which are fully on private land and there is no
legal hurdle. The second category is of those colonies for which Delhi
Government has issued notification of acquisition under Section – 4 and Section
– 6 of Delhi Land Acquisition Act. Third category is of those colonies in which
land have been acquired by the Government but the farmers have not accepted
compensation for acquisition of land.Fourth category is of those colonies which
have come up on agricultural land and the land is of that category in which
agricultural activity has not taken place for long time and the land has become
part of Gram Sabha land. The land acquired by the Government or which farmers
have not accepted compensation will have to be de-notified under the Land
Acquisition Act and only after that of sale/purchase will be started. This way,
it is obvious that sale/purchase of land in only 50 colonies may be started.
Not only this, these should be colonies which have come up on fully private
land and for which there is no legal hurdle. On the other hand if one goes by
the amendment of the master plan then the Central Government has already
decided to acquire all the lands in the authorised colonies and allot them to
the private builders. According to this decision, the private builders shall construct
multi-storied buildings and shopping malls and sell them. If this happens then the
poor people will face great difficulties. The dream of poor people to have a
house of their own will be shattered. They will have no option but to return to
their home state after losing their land in Delhi.
