Chief Minister Smt. Sheila Dikshit stated that her government committed to
computerize land records in Delhi in order to contain the cases of
litigation/social conflicts/disputes over land, corruption in issuance of land
related copies of Khatauni/Fard and mutations & ensure
tamper-proof land records. The government is implementing a pilot project
based on a software namely Indraprasth Bhulekh developed by the National
Informatics Centre in Najafgarh Sub-division under South-West Revenue
District. Smt. Dikshit expressed confidence that with proper
computerization of land records in Delhi, the government would be able to
properly plan developmental works in rural Delhi, undertake infrastructural
& environmental development, integrate computerized land records with the
Sub-registrar offices to initiate automatic mutation process simultaneously
while transaction taking place in rural area.
Delhi Land Records Computerization Program is being
implemented with support and in coordination with the NIC Delhi. It is a
Land Records Information System, which allows basic data entry of all the plots
and ownerships-Khatauni, Khasra,
Girdawari, field book, mutation queries, reports and details of proceedings
under various important sections of Delhi Land Reform Act. The system
allows for continuous updating of records even based on amendment in Land
Revenue Rules. .
The computerization of land records would facilitate
issue on demand a copy of an authenticated digitalized map of land records,
easy maintenance and updating of changes which occur in land database due to
availability of irrigation/natural calamities/consolidation or on account of
legal changes like transfer of ownership, partition, land acquisition, lease
and preparation of an annual set of records in the mechanized process and
thereby producing accurate documents for recording details such as collection
of land revenue, cropping pattern.
